Building vehicles for RoR can be done with several applications. No application is better than the other, it really comes down to what you feel most comfortable with.

There does not exist, at this time, a totally compatible editing application which will produce a usable truck file on export. This is under development.

Editorizer

Supports Windows XP/Vista

The Editorizer is a free, custom piece of software made by forum member Ben. It is a simple 3D working environment tailored to RoR. At the moment you can only create nodes/beams with the Editorizer.

Blender

Supports Windows, Linux, MacOS

Blender is a free 3D graphics program. With the RoR exporter, it supports node/beam placement along with UV facing and submeshing.

AC3D

Supports Windows, Linux, MacOS

AC3D is a non-free software for modeling.

Notepad

It is entirely possible to create a truck for RoR entirely in notepad. Just see the Truck Description File.
