Have you tried unlimited sightrange? I just tried it in 0.38 and I get clouds working properly only with unlimited range. With 5 km, the clouds are only visible straight above. The default sky has a cloud layer at 3 km altitude, so with shorter range the clouds would not be visible at all unless you move the camera up.
Water reflections seem to have unlimited clipping range. Seems like it could have a bad effect on FPS if the objects beyond sightrange are still rendered in the reflections..
