Most of Linux distrubutions have a desktop. But I think you means graphical interface.
Take a look here, I'm sure you will find. And describe a bit more what you means by "best OS". What did you expect from a Linux to consider it like the best ?

PC Linux OS is pretty far up there as far as ease of use. Everything just works. That's what I run 90% of the time, and the only Linux I currently use. Originally it was a fork of Mandriva but, it's much diffrent now... There is no best linux, cause each and every one has good points and bad points.. The bad about PCLOS is, sleep mode crashes on most computers, so laptops which automatically sleep, need constant reboot if you leave them, unless you change settings
I quite like Ubuntu/Debian and their derivatives. I use Ubuntu on my Linux messabout PC. :P

I used to use Ubuntu until I updated to ubuntu 12. I don't like Unity interface for a desktop. It would be good for tablets, but I hate on Desktop so I switch to kubuntu (KDE Ubuntu). I didn't install ror yet.
I like it

LXDE has a task-bar type interface, and I quite like that. It's very fast, especially useful on old or low end machines. You can use Synaptic to change which desktop environments you have available on Ubuntu/Xubuntu/Kubuntu/Lubuntu. When it comes to customization I don't think you can go wrong with Linux. There always seems to be a tweak that you can do to make the OS suit you.

I like ubuntu too; but I have upgraded to Gentoo Linux instead lately because I feel Canonical run their ship quite wrong by for example, giving us end users less options. GNOME 2 disappeared because GNOME team discontinues it, and began GNOME 3 instead; from what I know. It's kinda logical that the Ubuntu team runs on GNOME 3 then, but they could've kept GNOME 2 for at least a little longer and maintain bugs if required in that period. This is GNU software, and this is very possible!
Also, there's someone else that continues GNOME 2 in another name, but I forgot that name now...
Ubuntu use Unity as default GUI. It's hard to learn, imo, and it's too less work flow with it; but its very good for notebooks and smaller laptops.
So, my recommendations:
- Gentoo Linux if you are the hardcore one
- Ubuntu if you are new to Linux world
- Some other Ubuntu flavour if you dislike Unity or GNOME 3.
However, if someone do know better than me and know a way of getting GNOME 2 back in the recent Ubuntu, let me know.
Also, no Linux distribution is actually better than another. It's like chosing the tool for the job you wanna do. You don't wanna use a saw to screw in a screw.
