Place a node where you want it to be, give it the option of "h" so it's a hook. Then connect this node to the frame nodes so that it's firmly in place. Done.

i have blender, but what other programs do i need to do this, and how would i place a node? then, if i even get this to work, how would i be able to mesh an actual gooseneck bulb (ive decided to make it a gooseneck truck instead of a 5th wheel)

You use notepad and possibly the editorizer. You don't need anything else. Place a node with the hook option like this for example
First number is the nodes number, make it the next one right after the last node number of the truck. Second number is x-axis location(usually front/back). 3rd number is z-axis(height) location. 4th number is y-axis(side to side) location. I'm assuming that the truck is built around the 0, 0, 0 location. If not you'll have to figure out the middle location of the truck and change the 4th number appropriately. The x-axis was also just a guess. You'll need to figure out the location yourself basically. Onto the beams.nodes

You'll need to find out what nodes are the frame of the truck so use the Debug->Show Node Numbers function in RoR(in-game menu). Then connect the frame nodes to the hitch node. Do you understand now?beams

Sigh, I'll put it on there for you although you really must try to learn how to do it yourself as you can't have others doing work for you(unless you have very deep pockets).
EDIT: There, the hitches location is a very rough estimate. If you want to move it change the x,y,z values for node 133.
