No. All I can say it's from the same manufacturer as one of the most detailed vehicle in ROR - but you may won't expect a car from that manufacturer instead of it has a great tradition in building cars.

The headlights are from a VW 1600

Some more hints: It was built for a special customer with parts from the VW Käfer and VW Transporter T1. Every car was yellow (that may lead to the big customer).
They all got sold in Germany and Switzerland.
