Kinda stupid question if you ask me... get more interested in real cranes and you will find the answer (i'm sorry but this question actually makes me a bit sad )

Think of your crane as a giant see-saw, might need some weight on the opposing end.

cw is too heavy to pull ,so you need to get load first ,try to lift it and then pull cw up and then you can turn otherwise the counterweight stays on the ground when you try without load .
the counterweight will lift but then the boom will go up instead of cw

This is a HEAVY Load??? Muhahaha!

Use my Kolonne, or so... Oh man... You have no ideas from REAL cranes or?

Look at your crane. You have a load of - hmm - 70 ?? tons on the hook - But on the other side the normal counterweight, and an additional 480 To Extra counterweight... how to get the crane in the balance - so the extra counterweight goes up?
