made for RoR 0.36.2

It's finally ready for releasing in repo.

It is based on Range Rover Torchwood (Google for pics), but I edited it to look more like a police SUV.

It has two possible lightbars that you can add, more info here: http://forum.rigsofrods.com/index.ph...5190#msg285190 (Default is Blue-Blue)
